Emulate a game controller thought a bluetooth adapter from a PC to a iPad?

I got a bit curious to if there was a program to kind of emulate a bluetooth controller with keyboard and mouse inputs and play games like san andreas on ios. Would this be possible and is this a acutal thing? I’ve been looking around the internet and have not found anything other than straight up programming it myself (which i do ‘t know how). Thanks!

Yeah sure. But I would also like to try other games or even consoles. Not sure if its even supported.
