External hard drive issue

I've used a Seagate backup plus for over a year now, on two pc's and it has worked fine until recently. It still works on my laptop, but on my desktop I get the following message under storage controllers in the device manager: "This device cannot start (code 10)
{Operation Failed}
The requested operation was unsuccessful.

I've tried uninstalling the drivers and re-installing them and restarting the computer and nothing seems to work. Seagate says it's a computer issue.
Strangely, my old WD external drive still works fine on the same computer. So does anything else I plug into it. It's only the Seagate drives (I have two of them) that don't work on that one computer (again they work on the laptop. Both are running latest version of Windows 10.
