What is the fastest current CPU speed currently available for both laptop processors as well as for desktop?

It doesn't matter. The clock speed is just a number. How much a CPU can do with each clock is dependent on the make/model. For example a dual core AMD chip clocked up to 4Ghz is not going to perform as well as an Intel i5@3.4Ghz
