Find Gmail account information with zte IMEI and meid numbers

I purchased a ZTE phone and lost previous owers information. I was not aware that his information would be need after I reset the device. I have had it well let over 6 month now

There would be no way to get the information you are asking for, other than from the original owner. You would need to find a way to contact them to be able to do anything with the device.
