FN KEY cannot br disabled on Windows 10

I've searched every forum I could find, tried every possible solution they offered but none worked for me. I cannot access f1-f12 without pressing fn key first. It's really frustrating. I even changed it via bios settings but the problem still remains. Guess I just have to live with it..

I dunno if I'm the only one experiencing this, I hope not atleast that will make me feel a little better..

I guess the last option is to email it to Microsoft.

I guess it has something to do with the windows 10 anniversary update...

I tried just now, no it didn't work. I tried updating the bios and drivers too, but it's updated already.

Are we talking about a laptop or a desktop here, & which model is it?

I'm sorry i forgot to include that info, it's a laptop Toshiba Satellite c55-c2043 Windows 10

Looks like the problem may not be related to Windows 10 (original posting was from 2013), but does seem to be a Windows settings issue.
