Force Full Screen w/ Lower Resolution on Surface Pro?

Is it possible to force a program, such as a game - Borderlands 2 for example, to run in fullscreen without the black boxes around the edge because of it running at a lower resolution? This isn't necessarily a Surface Pro issue but I wanted to be specific. Thanks!

Most games let you specify the resolution and whether you want to use it full screen. I looked around on google and some people playing that game can't change their resolution for some reason. You could go to their support page and see if they will help.

No there's a way to force the application to stretch it from Windows somewhere. I can change the resolution to whatever I want it just has black boxes around it.

Normally you just lower the Windows resolution, and then change the scaling options in the graphics control panel to "full screen". But for a surface pro, I'm not entirely sure.
