Game lagging then short freeze then amazingly smooth gameplay

When i'm playing fast paced games like cs:go and just cause 4 for some reason my pc would randomly perform really bad, (20-40 fps) then after a few seconds (or in rare cases minutes) my pc would freeze and sound would freeze too and after that short freeze (of 2-6 seconds) my pc would run games at about 60-350 fps,

My specs are:
Geforce GTX 1050
8GB RAM
DDR3
64 BIT Windows 7

Cpu and gpu temp is at about 70-80 degrees
Usage for cpu goes as high to over 35% Even when nothng is running
Usage for gpu goes as high to over 75% But when nothing is running its at about 5-15%
