Good PC Running Slow

My specs for my pc are :

CPU: Ιntel Core i5 4460 @ 3.20GHz

GPU : GTX 1060 ZOTAC 3GB AMP edition

RAM: 8 GB

I fell that i should be able to play most games on medium at 30-60 fps but my pc is struggling to get at 20 fps on the lowest settings any idea why ??

Nevermind I managed to solve it. Google chrome for some reason using all of my cpu (like 99%-100%) so i just opened resmon and closed it
