Google Chrome missing GUI sections

When I minimize chrome this happens. The UI reappears one button at a time as I mouse over it, or all at once if I click on a new tab. I tried uninstalling and reinstalling chrome, and trying it without any extensions. Its been like this for months and I have no idea what could have possibly triggered it.

This issue has been going on for the good part of a year. I don't want to switch to firefox because of this because of my comfort with google chrome.
