Google lock out

I have done a hard reset on my Galaxy S7 and when get to the Google setup page I type in my acct. and password then it goes to unable to connect because it does'not reconize either the acct. or password. My question is it not the same acct. that you sign in to your Gmail acct. and why it can't use your phone number ? Need help please
