Google Play with giftcards only

My 11-year-old son has a new tablet, and rather than attaching a credit card to his Google Play account, I'd rather just buy and re-load giftcards. That way he can be empowered to buy apps without affecting my credit card. Any way to set up the account without attaching a credit card, just giftcards?
