Solved! GoPro Filter Difficulty

I have a Gopro Hero 4 Silver and bought a case for it that allowed for a 52mm filter to be attached to it. I decided to take advantage of that and got a Neutral Density filter to get some cool blurred shots. So I tried it with a ND.9, 4-stop filter. I go to Night picture mode, set shutter to 2 seconds, ISO max to 100, and made the Resolution 12MP. I took the picture and all I see is white. I don't know if the filter is not strong enough, or if I need a polarizing filter, or if any of this isn't possible with a Gopro.

You are going to need a whole lot more than 4 stops of ND for a 2-second shutter speed at 100 iso in the day time. And, polarizer filters wouldn't help it get much darker if at all; they are just for reducing glare and things.
