If I'm getting a laptop with 3061MB of Graphics Memory, how come I can only use 512MB for Games?

I looked at reviews of a computer i am going to buy here take a look -

and one of the reviews said that only 512mb is deticated

That computer does not have a discrete graphics card. It has a graphics chip on die with the processor.
That said it uses system memory for the graphics memory. The system has a total of 3gig of memory. 512mb of it is dedicated to the graphics chip.
In the bios you can dedicate more memory to the graphics chip. But not all 3gig.
If you upgrade the memory to 6gig or more you can dedicate up to 3gig for the graphics chip.
