Hello, i have Asus x540L laptop and i want to buy Monitor because this screen is to small, and i only play CS GO so i dont wanna buy new computer just because of one game, so my question is, can i connect my laptop to 144hz monitor with hdmi cable?

no you'll need an displayport cable.

If your pc supports Displayport then yes.

Your laptop has HDMI and VGA monitor connections.
So you can not support a 144hz display port monitor.
Some monitors do 144hz on hdmi but not all.
