If i buy a gsm unlocked galaxy s4 from the u.s on ebay will it work in Ireland (Europe)

What type of phone do you have? AT&T runs on 850/1900 Frequency range. The majority of networks in Ireland run on 900/1800 frequency range so you may be out of luck. Your phone may support more bands and it's a matter of finding a compatible company. Searching the specs of your exact phone model will reveal what GSM bands it supports, then it's a matter of searching for a compatible network.
