GTA IV Settings unlock?

Hey guys, I have GTA IV, and I want to unlock the settings. I have an EVGA 780 ti, but the game keeps telling me that I have VRAM/CPU issues in the settings. It dictates that I can't change my settings. I want to put everything on high. PC Specs:

GPU: EVGA 780 ti Superclocked
CPU: i7 4770k not OC.
Mobo: Asrock Extreme9.

Ohh god ol memories i was so mad back in 2009 with that issue so as far as i remember i re uptaded the nvidia drivers.
