GTA V started to lag even when plugged in

Hello guys, about one week ago, when I was playing Grand Theft Auto 5 everything was perfect. 60fps when plugged in and about 30 when on battery.

But I recently noticed that the game started to lag even when plugged in (I didn't change the video settings). I have to re-enter fullscreen every 10 seconds to remove the lag then it suddenly drops to 20fps.

Please tell me how can I get things back to normal.

Specs:
Laptop: Asus rog gl552vw
cpu: i7 6700hq (quad core,2.6ghz,turbo boost 3.5)
gpu: gtx 960m
ram: 8 GB (if this helps)

Try doing a system restore to a time before the issue started, a driver update could have broken something.
