Yes, its legal. You can sell anything you want for as high as you want. *Yes, there are exceptions to this rule, but mainly for businesses, times of crisis*. As long as you don't say the phone is made of solid gold or lie about its value in any shape/way/form. Now if somebody tells you their gonna use it for a crime then it might get into a grey area.

And heck ya I would sell it for 30k. Ya, theifs might be able to use it. But really hey nokia better do something about it then.

these phone dominate in my country bcoz theyre cheap. my old brother had a 1100 and gave it to my cousin.
thinking of buying back from him and resell it :DD
