I have a 1983 projection performance tv I get sound and lights don't come on what's the issue

probably a projector issue, check it, a dead bulb if it uses them, or just plain dead, Maybe time for a nice upgrade to a 4k one 😀

A 1983 rear projector is likely a CRT based three gun so there is no lamp. I think it's fair to say it has died a natural death. RIP.
Time for a replacement. That replacement will cost you much less, be far superior in picture quality, and likely a larger screen, On the downside it won't even come close to lasting that long.
