does the pigtail connection go tv

It would go to whatever source you are trying to split from. TV is an input so doubt you want that.

A simple 3 way passive splitter will not work for HDMI. If what you have is an active device it would be a 1 in 3 out distribution amplifier. This take one source and sends it to 3 different inputs. If you want to send 3 sources to the one HDMI input on the TV you will need an HDMI switcher with 3 inputs and 1 output.
