Headless audio system

I'm looking for a auto server that can be 100% headless and controlled using a tablet type remote to play music or the radio through out my home, I have plex home media setup and running with all my media save to a FreeNAS box but I'm looking for another solution. For the whole house radio

I already have in wall speakers and amplifiers installed in my home, I currently use Kodi with a remote app installed on my phone but this system is not the best and it lacks room cotrol I'm looking for as of right now I still have to go to the amps and pick the radio station or turn a room off or down

It would be over the air or internet. maybe both. I have a small USB FM tuner that I could use.

what would be easier?
