This is for wow and rts games mostly
questions- is a 4k ips panel even worth looking at for extra 200? Intel optane vs the combo drives, optane is cheaper, seems more simplified(1 main drive)?
Most specs are the same including
I7 8750h
16gb ddr4-2666
17.3" FHD 144Hz IPS WLED-backlit NVIDIA G-SYNC
Intel Wireless-AC 9560 802.11b/g/n/ac (2x2) Gigabit Wi-Fi and Bluetooth 5 Combo MU-MIMO
These are the configurations:

Gtx 1060, 1 TB 7200 rpm SATA; 16 GB PCIe NVMe Intel Optane 1200$
Gtx 1060, 1 TB 7200 rpm SATA; 128 GB PCIe NVMe M.2 SSD 1250$
Gtx 1060, 1 TB 7200 rpm SATA; 256 GB PCIe NVMe M.2 SSD. 1410$

Gtx 1070, 1 TB 7200 rpm SATA; 16 GB PCIe NVMe Intel Optane 1450$
Gtx 1070, 1 TB 7200 rpm SATA; 128 GB PCIe NVMe M.2 SSD 1500$
Gtx 1070, 1 TB 7200 rpm SATA; 256 GB PCIe NVMe M.2 SSD 1660$

Solution
You aren't going to get the full benefit gaming in 4k, even the 1070 will be underpowered unless you play on low settings. Unless you plan to watch 4k movies on it then I wouldn't bother with a 4k display.

Best option IMO is the $1450 with a 1070. You can buy your own m.2 drive at 500GB for around $120
