Help in diagnosing lap top boot issues

I have a lenovo Y510p laptop. It quit charging the battery so I ordered a new AC adapter. Plugged it in and it fried it. Sent it off to lenovo although a month or two out of warranty and they said they replaced mother board and other items and it still would not work. So they shipped it back to me. I have tore it down to bare bones. Mother board, external monitor and memory. And it boots up. But when I add the wifi card or SSD it will not boot. I thought they may be faulty but took a wifi card out of another laptop and same issues. My AC adapter says it is supposed to be 19.5 V but only reads 18.98 V. Is it not getting enough voltage to power everything or is there something else going on? I am not a computer geek by any means just trying some scientific methodology to find out what the issues are. Thanks for any help.

Reset CMOS? Tried one stick of RAM at a time? Made sure there is no SD card in the slot when booting? Tried to boot from usb drive? Possibly BIOS issue as well.

Try to boot from thumb drive with linux installed on it, but don't install. If it works, your BIOS is likely corrupt.

I have reset BIOS. did not help. Any other suggestions?

Not sure how to boot from USB.

Don;t have a Linux USB. Not sure how to get one.

Computer seems to boot normally with no issues with SSD and Wifi removed. But if either are installed i just get black screen.

Still needing some help on this. Does anyone else have nay ideas?
