Help in diagnosing lap top boot issues

I have a lenovo Y510p laptop. It quit charging the battery so I ordered a new AC adapter. Plugged it in and it fried it. Sent it off to lenovo although a month or two out of warranty and they said they replaced mother board and other items and it still would not work. So they shipped it back to me. I have tore it down to bare bones. Mother board, external monitor and memory. And it boots up. But when I add the wifi card or SSD it will not boot. I thought they may be faulty but took a wifi card out of another laptop and same issues. My AC adapter says it is supposed to be 19.5 V but only reads 18.98 V. Is it not getting enough voltage to power everything or is there something else going on? I am not a computer geek by any means just trying some scientific methodology to find out what the issues are. Thanks for any help.

Reset CMOS. Reset BIOS. No SD card.

Not sure how to boot from USB.

Don;t have a Linux USB. Not sure how to get one.

Computer seems to boot normally with no issues with SSD and Wifi removed. But if either are installed i just get black screen.
