Help with a very strange battery question

Heeeey guys im looking to buy a portable charger for my lg g2. its the nokia dc 19. i had a friend tell me that if your phone battery percent is higher than the portable battery then it wont charge is that true? because what would push the current if the portable battery has a less charge than the phone? please help -_-

This is not true. The phone is charged even when the battery has depleted to 1%.

However, I would recommend going for Astro as they only make chargers and are very good at it.
