HELP with Windows Please

I am not able to open, close any application. When I'm on the internet if I open a new tab and try to click back on the tab it closes. The only way to get everything to work for couple seconds is by closing the "COM Surrogate" Programs. I have tried anything imaginable. From DEP, Resetting Windows, Malware Bytes, Put performance to balanced. Nothing seems to help. I don't get the "COM Surrogate" stopped working shit either. If anyone could help me; it would be greatly appreciated.

When you say you "reset" windows, do you mean a clean Windows setup like the system was new? And you get that same error then? Try different RAM?
