all televisions are 50hz or 60hz (depending on your country and electrical standards).
in usa you will see 60hz/120hz/240hz/480hz, in other countries you will see 50hz/100hz/200hz (not sure if they have 400models). they also mix in backlight strobing to further increase this effect.
basically all of those televisions take a 50/60hz signal and fake in the extra frames. this is supposed to make video look smoother (and it does) however it also makes people look plasticy and fake to many (soap opera effect). keep in mind that most video for motion pictures is shot at low framerates like 24fps to give a certain effect (60hz allows for up to 60fps). generally, the only thing most people find enjoyable is sports which look good on such...
