i tried disabling ACPI method smth in device manager but that just made my dGPU non-functional (code 43), it fixed the ACPI latency my frame time was still spiking. i don't know what to do, this is driving me crazy to a point where i think about hanging myself on a tree...

Solution
Try adding another 8 GB of RAM and disable the page file, see if that helps at all. The latency you are looking at is more for audio issues than video though.
Did you try a clean Windows setup? Check for driver, BIOS updates? Has this always happened with this system?

Would help if you listed the system specs also, posting a question without information about the computer and what you tried already does not usually get good results.

hp pavilion 17 ab305nc:
-i5 7300HQ
-GTX 1050 Ti 4GB
not bottleneck
-8GB 2400 DDR4 RAM
-128GB SSD
-1TB HDD

yes, bios already updated. i used DDU for the dGPU but it didn't do anything and yes, my laptop is 1.5 months old and it was happening since i got it, i just found out what's causing this now and yes once again to that i reinstalled the windows already, i got stuck in safe mode and i had to reinstall it with HP system recovery utillity.

This should be everything
