High pitched ti ti ti sound from the block part of the charger

I've had my toshiba laptop for maybe little over a year now and I'm now having problems with it. Whenever I plug the charger into the outlet (before connecting it into the laptop) I hear a high pitched ti ti ti ti ti sound over and over again. At first I thought no biggy, it'll still charge. It didn't charge the laptop. There are times where it will charge if I try to adjust the charger but this time around it wasn't the case. The "charging" light on my laptop however did light up 3 times in a span of 2 seconds. Any guesses?

Start shopping for a new charger would be my suggestion.
