I have an older jvc receiver with no HDMI port and a LED46C45RQ RCA tv that doesn’t have a port for an optical audio cord. Trying to find a way to hook them up.

Use an HDMI audio extractor.

The manual for that TV doesn't mention ARC but it does seem to have a coax digital audio output. If your JVC doesn't have a digital input then you will need to a digital to analog converter. You may need to turn the output on, turn the TV speakers off and change the audio output to PCM to get it working.
