You call your friend and ask where they are. Other than that you don't.

2 ways....

1. Root the device with a certain few apps... then they can be traced in any power on state.
2. Get their full login details...i.e. registered email and password for google or apple.

Both of these though will cost you friends and award you with some jail time.
