How do I block restricted calls on my cell phone

Hello,
My husband has been getting harrassing calls in the middle of the night from a restricted number. how can he block these calls?

Have you checked the Android app world or whatever it is called for an app that blocks calls? I'm sure that there are quite a few...

I doubt that would be possible, because of it being a restricted number. It's going to be possible only by registering a complaint with the law enforcement agencies.....
They will either then direct the Cell Service Provider to trace the restricted numbers and give details of networks being utilized and that in turn will bring the culprit to stop.
But otherwise, I really have my doubts...
