how do i change the wallpaper on my chrome book if it won't let me

I am trying to change the wallpaper on my chrome book but it's not letting me.

Is this your personal Chromebook or a school/work owned machine? If it is, your network administrator could have disabled changing the desktop background, and there's no way around that.
