How do I connect bluetooth headphones to a non smart tv with hdmi jack

Not through HDMI, you need an audio out on the TV and you can get a bluetooth adapter for that to pair your headphones to. Or connect to whatever source you are using to that audio out.

If the TV has HDMI-ARC then you could use an HDMI-ARC audio extractor to provide audio for a bluetooth transmitter. Using the audio output of the TV as hang-the-9 suggests would be easier.
