Have sound bar connected to through Bluetooth but when I change over to my DVD player I get either no sound or still the background sound still playing from TV.
Connect the Dish Hopper to the TV with HDMI.
Connect the DVD to the TV with whatever connection are compatible.
Connect the optical output of the TV to the soundbar. Check the TV manual on how to turn on and configure the optical out.
If that doesn't work for the DVD then connect the analog audio outputs directly to the soundbar aux analog input.
That's a problem of the TV, and if there's no setting for that, you can't don anything.
You might want to connect the soundbar to the DVD player' white and red audio output (you'll probably need RCA-to-3.5mm cable for that) when watching movies.
