How do I enter bios of windows ce wireless book

Hello,I picked up the wireless net book today and I will not load it's drivers any help on this I have done what it asks

You don't install drivers from the BIOS. Could you explain what it is you're trying to accomplish, and what you're getting stuck on?

The instructions say charge the batteries for 45 minutes and then press the power switch for six seconds to initiate driver loading this I did but nothing happens

I have presses the reset button at the back and tried again but nothing all I get is the screen with wireless book on it
