How do I get a Google account that was on a phone that I have

How do I get a count that has already been on a phone and after you do a factory reset it was still not let me in there I have to have the old Google account that was on the phone how do I go about that

You can re-use your Google account on the phone, you are the only one along with Google that can get to your accounts.
