After installing windows 8, my graphics appears blur. this i believe is associated with the low vga capacity of my laptop

The vga memory is not at fault, but you should change the screen resolution by right clicking the background, then clicking resolution.

Windows 8 is less graphically intensive than Windows 7; if that's what you upgraded from, your problem is unlikely one related to a lack of graphical capability.
