How do I make my USB port always charge the phone even when the laptop is switched off?

My DELL laptop had a USB port which was "always-on", so I can charge my phone even when the laptop was switched off.
This feature worked in Windows 7 and Linux.
But I changed to Windows 10 recently and this feature stopped working. I can no longer charge my phone when the laptop is switched off.
How do I re-enable this feature?

Laptop : Inspiron 15R 5520

PS : I remember updating the BIOS. But it was a DELL recommended update from their own website. I am not sure if this had caused the problem.
 
BIOS update may have changed the relevant setting to 'disabled'. Go in to BIOS Setup & enable it again (I don't know what that particular setting is called in the BIOS options so can't help you there, but it should be fairly intuitive, and there won't be many user-changeable options in a laptop BIOS anyway to get confused with).
