Could be jammed, if it's connected correctly just pushing the button should open it, so check both cables are connected.
Some have a tiny little hole in the front plate, you can use the back of a needle or straightened out paperclip to pop the tray open by pushing it into that little hole.

Are you 100% sure this laptop actually has a CD/DVD drive?
Many newer ones do not.
