How do I update versions for "Explorer & Property Sheet API" and "Utilities

Hello,
I recently installed Chartsy 1.4 on my Windows7 Desktop and my Vista laptop (both 32-bit. The software is open source and appears to involve the Netbeans platform. While attempting to install the plugin updates, I received errors regarding the versions for "Explorer & Property Sheet API" and "Utilities API": ex/ "The plugin Utilities API is requested in version >= 8.6.2 but only 8.6.1 was found." What gives, and how do I fix this problem?

Oops--It's kinda obvious, but I didn't specifically say: the problem occurs on both machines, which have all the Windows updates to this point. Chartsy also has been updated, and all other plugins have been installed. A .netbeans folder containing a file named .superID is all that I find by searching netbeans from the taskbar.
