how do you get to boot priority in BIOS

Installed new hard drive and get it to read disc for OS. on a Toshiba satellite c-55. Screen just shows NO bootable device - Restart system on startup. Tried pressing F12 key.

you need a windows dvd to reload windows on that new hard drive so do you have that disk?
