I have one - a Pop45 - which never asked me to activate it. Try going into the Play Store so you have to enter your G-mail details and if you can log in there, the activation might be automatic.

no i have the same problem it won't even allow me to use my active T mobile SIM either

It would have been better to start a thread of your own but now you're here, all I can suggest is the phone is locked to another service provider by a contract.

If you bought it second hand, you may need to get an unlock code from the company which holds that contract.
