How to connect my computer to my phone using wifi

} have a hp laptop and a verizon wireless cellphone. and im trying to use my laptop by using wifi from my phone. im trying to get wifi on my phone first.

Connect to the internet on your computer by way of your phone? (tethering)

Control your computer through your phone? (Remote access)

Or something else entirely?
