Turn on computer and requires an administrative password, some how it was set and now computer is locked, and im willing to wipe out everything in the computer by doing a hard reset if possible

Normally there should have been a utility inside the PC to burn factory restore disks. If you didn't make one, then you're going to have to get the appropriate Dell OEM disk for your computer. You can also install with the correct version of a Windows disk using the product key from the COA label.
