The following steps do work, I have done it on that phone. However, you must do them exactly as they are listed. If you are doing them exactly as stated, and it doesn't work, there is something else going on with the phone. Perhaps malware or a virus that is prohibiting it, or you had rooted the phone, which can make this not work.
NOTE: Doing this will clear 'all' the data on your phone, so it is suggested you not choose this option unless you have to, or aren't worried about losing anything on the phone.
Be sure you back up any data you want to keep, to a computer or cloud account, before doing the reset.
