How to limit internet bandwidth? (no root)

My brother is always on youtube, when this interferes with me playing CS:GO things become very laggy. So I've decided to limit his bandwidth but I can't find a way to do this without rooting his tablet (I would have done this if it was mine). Is there any way to limit the bandwidth without rooting the phone? Even if there is a vpn that would limit the bandwidth. My current internet plan is 4 MegaBit/Sec so maybe limit his speed to 1 Mbit/sec?

It's not done on the tablet, it's done on the router. If youtube is causing lag, you need to look into getting a better router.
