If you can start Windows on your laptop, check Devices Manager you really have CD/DVD drive installed.

Most Dell laptops have dedicated <fn>-Key to open the tray. You can also eject it by right-clicking on CD/DVD drive letter in "My Computer", and selecting "Eject".
