How to open encrypted files after formatting my hard drive ?

I have a an encrypted file I can't open I'm getting access dined ( win 8.1 ) it was encrypted before I format my pc and now I can't access it . It's mostly .txt files I tried some methods but nothing seems working . HELP!!
 
Solution
If the files were encrypted with EFS, the keys were not backed up, then the drive containing the keys was formatted, then you will never again see the contents of those files. The same can be said of BitLocker where the recovery key is not backed up and the TPM (if one is fitted) is cleared.

When I try to decrypt
Access denied : you will need to provide administrator permission to change these attributes .

I used the windows encryption which made the files color green . د

Edit : yes I have full permission .
