how to open my settings and disable talk back for blind people

i have accidentally enabled talk back which is for blind people and my phone cannot be opened and go to settings

Talk back will not prevent the phone from being opened. It won't disable the ability to tap things, it just adds the ability to be read everything.

To turn it off you go into "Settings" and then "Accessibility". There you turn off the talk back setting.

If you are unable to get into the device then it would be something else, not that being turned on.
