The GIF isn't backwards (ie: they're not running from the camera) because why would the two people be flashing peace signs DIRECTLY at the camera while looking straight at the van? Secondly, as Ballista has mentioned, there isn't a road divider on the street that they're on, and thus, it's a one way street. The van would have to be driving down the wrong way on a one way street.

I'd be very surprised if this was a one-way street. It looks like a minor road in a housing estate somewhere in England. All the cars in the images are parked. I'm assuming that the car had to pause to take the 360 degree photo so the guys knew when to pose.
Guys forget the street and no road divider, you forget fundamental things like how a human runs, i doubt you run backwards around your car and hop on to the trunk, at least analyse all the details
I tell you what happened... they had seen the camera car coming or it was a cul-de-sac (dead end) and knew it had to come back the same way... so they had a spontanious idea to pose... They are running to get in their van as the camera car passes because the police escort is about to come round the corner (it always tries to stay far enough away to be out of camera sight).
